On April 18, 2013 international conference “Topical problems of quality principal realization in law. European experience: from theory to practice” will be held in Minsk. Educational HR defence organization “Office for the rights of persons with disabilities” in cooperation with Rosa Luxemburg fund are the organizers of the event.
The main goal of the conference is the discussion of topical problems of discrimination and provision of equality for persons with disabilities, their realization in law, perspectives of anti-discrimination legislation development in the Republic of Belarus (road map creation).
This event is unique for Belarusian society. During the recent years the events of such level and contents, covering problems of discrimination, haven’t been held in Belarus. The conference promises to become a professional event number one in the sphere of equality principle observance. Belarusian and foreign experts of international level are invited to work at the conference – jurists sociologists, public figures from Belarus, Ukraine, Germany, France. Interesting discussions, debates, work in groups are waiting for participants.
Belarusian legislation concerning disabled is based on provisions of the Constitution of the Republic of Belarus and Laws: “On social protection of disabled in the Republic of Belarus” and “On preventing disability and rehabilitation of disabled”, - the coordinator of the conference, expert in human rights of persons with disabilities Galina Krot comments the situation: “For regulating public relations in any sphere of vital activity of disabled special legal acts are adopted, special status of disabled is mentioned in more than 1500 normative acts. But in spite of the fact that the Law “On social protection of disabled in the Republic of Belarus” bans discrimination of persons with disabilities and such discrimination is punished by the law, there is no legally defined notion of: disability discrimination” in national legislation.
